Title:	山地保留地利用管理研究--以南投縣仁愛鄉為個案分析

Abstract:	論文提要本論文共分五章十七節。目的在於探討仁愛鄉保留地上現存主要利用管理問題的現況，形成原因，癥結所在，並提出改進的辦法，作為本鄉改善保留地利用與管理缺失之參考。第一章為緒論。指出研究動機、目的、方法與步驟。第二章是有關仁愛鄉的實質發展概況。分就本鄉自然、人文、生活，與生產環境加以探討，作為個案分析時的基礎資料。第三章則就目前本鄉保留地利用上現存四個主要問題分別析論之。包括土地超限使用，作物售賣青苗、農業教育推廣、及生產經營貸款等四者。第四章則討論本鄉保留地上四個主要的管理問題，包括法令的體系內容，引進平地企業成效、土地轉租轉讓，及入山管制的執行等。第五章為結論與建議。乃綜合本研究的探討分析，作一扼要之總結，並提出改善之建議。此外並論及本省三十個山地鄉個別發展差異程度，作為主管當局釐訂保留地政策的參考。
