Abstract:	本論文的主要目的，在探討國人對於電報的認識及因應，以明暸電報問題在中國近代化運動的地位。全文一冊，共十五萬字，分列四篇：第一篇：序篇本篇僅列一章，其目的在檢討西方電報知識傳入中國，其引起國人的反應－－由「拒斥」到「仿辦」，究竟達到何種程度，俾看出兩種文化的衝擊。第二篇：建設篇本篇分為三章，其第一、二兩章分別敘述中國興辦電報之議沛然而興之時，在「官督商辦」及「各省官辦」兩種經營方式之下，國人如何展拓全國電報系統。第三章述及電報事業收歸國有之經過。第三篇：涉外篇本篇列有四章，分別敘及英商水線登本、中英丹齊價攤分合同，庚子拳變滬煙沽水舷和享沽陸線，以及中日南滿電線等四大問題，俾探討電報事業與國際政治的關係，進而認識列強爭奪在華電報利權的原因，及國人因應的政策。第四篇：尾篇對清季電報事業做全盤的檢討。
