Abstract:	本文旨在研究我國監察院彈劾權，著重於現行制度下彈劾權行使之分析，涉及歐美者甚少。全文共一冊，約七萬字，計分六章十八節。第一章略述彈劾權理念的形成，以我國御史制度為經，歐美彈劾制度為緯，而由中山先生之主張集其大成。第二章就彈劾權的意義、性質、功能及時代地位，分別說明其內涵。第三章起即在闡述現行彈劾權運用之實況，本章爰就彈劾對象先加分析，從法令規定的疑義、統計分析、進論所表現之功能。第四章述及法定彈劾原因，並析論違法與失職的關係，同時就實例加以分類說明。第五章在討論彈劾進程，偏重於法令規定的釋示。第六章結論並試作建議。
