Title:	開發中國家人事行政革新之研究

Abstract:	二次大戰以還，開發的呼聲甚器塵上，國家的全面開發成為開發中各國全力以赴的追求目標，政府倡導，人民效力，孜孜矻矻，歷時二十餘載。然其結果卻是開發工作遲遲其行，各種建設欲舉乏力，社會依然凋敝落後，經濟仍舊蕭條萎縮，國家亦始終積弱不振。揆其原因，並非由於政府之倡導不誠，亦非由於人民之努力不夠，而實由於這些國家缺乏一個有效能的政府以從事此種艱鉅的開發工作有以致之。惟政府效率所以不彰，能力所以不強，復有其根本原因存焉。此種原因當然很多，但最主要的乃在於政府的人事行政不健全。蓋政府有如時鐘，需靠人予以動力才能運轉。人事行政是使為政得人、百官稱職的一套有系統的措施，為政府這個大時鐘的唯一能源。能源如有匱乏或不健全，必然影響時鐘的運轉，減低其性能。是故健全的人事行政實為政府效能的源頭，國家開發不可或缺的一個基本條件。開發中國家今後如欲建立效能政府，加速開發工作的進行，便非自人事行政革新開始不可。本此認識，乃獨發筆者研究開發中國家人事行政革新問題之動機。
