    Title: 美國國會與政黨關係之研究

    Abstract: 本論文共討六章，全文約十餘萬字。第一章「緒論」，說明美國國會的特徵｜平行
    約兩院制組織之由來，發展及實際運作情形。美國政黨之特徵｜分權組織、不重主
    義、不談玄理、缺乏顯明之政綱及沒有全國性領袖之原因。第二章「國會議員的選
    舉與政黨的關係」參加提名選舉是政黨參與政治活動的頭一課，俗語云: 「好的
    開始是成功的一半」反之亦然。本章即從美國兩黨參與參眾議員的提名選舉過程以
    說明日後議員進入國會之後，何以會不易受政黨控制的根本原因所在。第三章「國
    會內的政黨組織」，此乃為國會的政治策動機體，是國會政黨的靈魂。本章就各黨
    在國會內的組織依性質分六節敘述，並於第七節作綜合評論。第四章「國會的注定
    組織與政黨的關係」，國會內之政黨組織是國會立法的發動機，國會的注定組織則
    是產生法律的大機器。必須二者配合才能為國家制訂出良好的法律，本章即在說明
    二者間之配合關係，但重點則是擺在各種組織之職權運用，蓋不瞭解其職權之運用
    ，即無從瞭解政黨的作用。第五章「國會中政黨領導的效率」，第一節指出國會立
    法的弊病及各種改革的主張。第二節從點名投票分析各黨團結分裂之實際情形，及
    造成團結分裂之根本原因。第三節說明總統對國會立法上的作用及其左右國會立法
    的方法。第六章「結論」，總述美國國會與政黨關係之得失利弊並瞻望未來美國政
    黨的發展趨向，未來政黨在國會中的可能作風。
