    Title: 少量多樣運籌體系之建立─以台灣中小型資訊電子業為例

    Abstract: 　　過去電腦業原廠委託代工所產生的全球運籌模式，僅限於以品牌大廠客戶為主的體系，但在產品生命週期逐漸縮短下，獲利空間也因此受到擠壓，代工廠商紛紛將廠房移至要素成本較低的地方，希望藉由規模的擴大來提升其利潤。以自有品牌外銷為主的中小型電子業者因規模較小，許多資源不若大企業豐富，無法自立運作物流活動，而針對其高附加價值的產品屬性，所衍生出來的少量多樣運籌問題，若以傳統第三方物流公司的服務，並無法滿足其快速反應、低成本，且達成客製化設計之要求，勢必需要另一種運籌模式協助其在海外市場的拓展。
    　　本篇研究除蒐集相關物流文獻外，亦分別針對不同類型的對象作個案探索性研究，並藉由綜合個案分析，結合對國內中小型電子業者作問卷調查與分析，提出一建議的少量多樣運籌體系模式，並由政府、物流業者、中小企業（多家）三方共同合資成立「第四方物流公司」來運作，其中探討包括各物流系統成員之資訊功能，台灣物流中心的設計，以及此運籌模式未來的可能發展。
    　　本研究最後總結中小企業一般所面臨的物流問題，並依此提出適合的解決方案，公司則由政府、物流業者、中小企業以30:40:30之股份比例合資，由具專業性的物流業者來主導合資公司之經營管理，而此合資公司則以加入的成員為專屬服務對象。
    　　中小企業必須合作共生，利用共同物流的機制，才有辦法擴展廣大的國際市場，爭取生存獲利空間；而專業物流業者也應把握與中小企業合作的契機，才能與國際物流端連結，而非僅限於島內區域物流；如何輔導並促使整個環境有利執行，政府對於推展此運籌體系扮演重要角色，包括資金與政策支持是其關鍵。這三方合作建立在彼此的信任上，而其來源乃是對於此計畫的積極承諾，包括資金投資與貨源保證，都是此運籌體系成功運作不可或缺因素。
