    Abstract: 此篇書評評介Policy Paradox: The Art of Political Decision Making 中文版。這是一本相當獨特的政策分析著作，雖然本書的目的在闡述與傳授一種政治分析，但通篇作者Deborah Stone並未告訴讀者政策分析的定義、步驟與方法，而是告訴讀者應如何觀察當前政治體制的運作，說明在政策制訂過程中各方的利害關係人如何藉由對於種種曖昧不明的詞彙的討論，維繫並團結社會大眾對其理念、目標與利益的支持。更重要的是，讀者可藉由本書的分析，理解公共政策制訂背後的政治學，瞭解究竟是何種力量在引導政策制訂，什麼樣的政治利益考量在影響政策執行、以及政治體制如何在充滿難以兩全其美的抉擇中，為自己提出辯解以獲得社會大眾對政策的支持。
