    摘要: 本文以Richard A. Musgrave 與James M. Buchanan 的對話探討「公共財政」（public finance）與「公共選擇」（public choice）理論對政府財政職能的看法，「公共財政」學派強調政府必須提供公共財、重視分配正義並關注「總體政策」（macro-policy），換言之，政府之財政職能意即政府如何扮演矯正市場失靈的角色。「公共選擇」觀點則強調在競爭的政治領域中，團體中的個人透過政治過程的集體決策來最大化個人利益，政治過程的不完美，因而此學派認為政府介入應受限制，相對的，政府的財\\r 政職能亦弱化。研讀本書將可了解兩位學者的思想淵源及其對「財政任務」（ fiscal tasks ）、「政治行動的限制」（constraints on politicalaction）、「財政聯邦制」（fiscal federalism）及「道德、政治與制度改革」（morals, politics, and institutional reform）等議題的看法與意見。
