Nine modes of regional governance, now emerging in the City-Region of Yangtze Delta, was introduced, such as: (1) regional planning; (2) the adjustment of administration; (3) the planning of metropolitan coordinating region; (4) the executive bureau of Shanghai economic development planning; (5) the Yangtze Delta conference of department cooperation; (6) the coordination conference of between Jiangshu, Zhejiang, and Shanghai; (7) the Yangtze Delta regional association of governments; (8) the bureau of Lake Taihu; and (9) public service agreement or contract. Importantly, through analysis of those modes of regional governance, this paper found the government play a dominating role of dealing with the agenda of regional governance in Yangtze Delta, and most all, related to the intergovernmental relationship, rather than involvement of regional issue, is only one of focus on regional governance. This paper concludes that due to the lack of private organization and individual participation, and horizontal integration between governments, the performance of multi-level government in China is highlighted, and this distinguishing feature of governance mode was regarded as “government without governance.”
