    摘要: 受到全球化的影響，亞太區域的鉅型都市區域開始逐漸浮現，也衍生出跨界治理的問題。在這波影響趨勢下，北臺都市區域也不例外的受到全球化區域分工與跨界治理的衝擊。本文透過層級政治的觀念來解析從臺北市到北臺都市區域一連串全球化策略的政策過程及其所處地緣政經背景下各層級交互影響與衝突所產生之影響。透過本文層級的空間關係分析顯示，臺北市曾經有著成為亞太區域重要世界∕全球城市的潛力，而北臺都市區域也是應當作為引導臺灣搶佔亞太區域分工的重要基地；然而，在當前國家與北臺區域間的對抗之下，顯然空間規劃活動僅能附屬在政治操作的意識形態下被犧牲。因此，除了落實空間規劃及實質建設之外，如何調解這些跨層級的地緣政經衝突，將是未來解決北臺都市區域治理失能的最大挑戰。
    Owing to the impact of globalization, the mega urban-regions in Pacific-Asia have been gradually emerged as well as have generated the problems of cross-border governance. Under the circumstances, the globalizing regional division of labor and cross-border governance inevitably impact on the development of northern Taiwan urban-region (NTUR). The paper, through conceptualizing the politics of scale, takes account of the policy evolution of global strategies from Taipei to NTUR and its effect of inter-scalar interaction and conflict under its context of geo-political economy. The paper, based on the analysis of relativization of scale, shows that Taipei has the potential to be an important world/global city in Pacific-Asia and the NTUR should be the power base introducing Taiwan to position itself in the system of Pacific-Asia regional division of labor. However, it is apparent that the activities of spatial planning, just subsumed to the ideology of political manipulation, are sacrificed because of the contestation between state and NTUR. Therefore, except to achieving spatial planning and physical development, how to reconcile the struggle of geo-political economy across multi-scales will be the greatest challenge to solve the de-capacitated governance in NTUR in the future.
