    Abstract: 在網際網路發達、網站數量急速成長、網頁資料充斥的時代裡,鼓勵優良的教育類網站設立,強化應用廣闊網路資源的效果實為現代教育當務之急。本研究之目的在於建構一套教育類網站評鑑的指標,以為各級學校教師融入網站資源於教學及圖書館(室)強化網路資源應用之參考或依循。研究採「德懷術」(Delphi technique)研究法,選擇17位教育網路的專家組成德懷術小組,經過三次反覆性的問卷調查,希望同時獲取座談會及問卷調查兩者之優點,建構一套符合我國教育情境的評鑑指標。 本研究發現網路評鑑的指標可以由「網路內容」與「使用者介面設計」兩個層面來進行。就「網路內容」層面的評鑑可以分成「適切性」、「吸引性」、「正確性」、「時效性」及「客觀的立場」等五個主要指標進行;就「使用者介面設計」層面的評鑑可分「網頁畫面安排」、「影音效果」、「互動效果」及「學習者控制」等四個主要指標來進行。本研究所獲得之結果,期能適合我國各中小學進行教育類網站評鑑時,參考應用的指標。中小學教師可依據本研究的評鑑指標來教導學生如何利用網路資源獨立學習,建立自主判斷的能力。同時,也提供從事教育網站設立的教師或相關人員作為設立及應用該類網站的參考,進而提昇我國各級學校教師及教育相關機構應用網路資源的意願及使用的功效。
    In an age where Internet resources, in particular, web-based resources, continue to proliferate at an astonishing rate, it is necessary to develop an evaluation criteria in order to encourage the establishment of excellent websites and promote their usage in educational settings. The purpose of this study is to construct a set of evaluation criteria for educational websites that are designed for elementary and secondary classroom and library use. The study uses Delphi technique and comprises a Delphi group of seventeen experts in educational websites. The group is surveyed repeatedly three times in hoping to find an advantage between seminars and surveys, and in order to obtain a set of evaluation criteria suitable for the education environment in Taiwan. This study finds that the Internet evaluation index can be approached from “Internet content” and “user interface design” perspectives. “Internet content” can be evaluated on its “appropriateness”, “attractiveness”, “accuracy”, “up-to-datedness”, and “objectivity”; “user interface design” can be evaluated on its “web page layout”, “visual-audio effects”, “interactive effects”, and “learner control”. The results of this study will be suitable for Taiwan’s elementary and secondary schools to use as reference when evaluating their educational websites. Teachers may use the evaluation index from this study to teach students how to use Internet resources as a tool for independent study and in building decision-making skills. The criteria can be used as an excellent guide for teachers and staff who set up or use educational websites, as well as to enhance teachers and education institutes’ desire and effective use of Internet resources.
