    Title: 臺灣公共圖書館推動「閱讀起步走」計畫之調查研究

    Abstract: 本研究探討公共圖書館推動「閱讀起步走」計畫之經驗及作法,以2009年至2012年間曾經獲教育部補助辦理「閱讀起步走~0-3歲嬰幼兒閱讀推廣活動計畫」之圖書館為對象進行問卷調查,總計發出246份問卷,回收有效問卷210份,回收率85.02%。綜合研究結果歸納結論:一、圖書館推動嬰幼兒閱讀服務以教育部所訂「閱讀起步走」計畫規劃模式推展,教育部的補助經費是推動的關鍵要素,也影響圖書館是否持續推動服務之意願;二、分送嬰幼兒閱讀禮袋無論對家長或館員而言,皆提供服務推動之激勵;三、館員認同並支持嬰幼兒閱讀的推動理念,大多扮演行政工作協調者角色,對嬰幼兒閱讀服務的瞭解程度有待提升。歸納之研究結果,可供推動嬰幼兒閱讀服務之參考。
    To explore the experiences of the“Bookstart”programs held by various public libraries in Taiwan, issues related to management and execution of the program were studied using survey method. Subjects of the research were librarians in public libraries, participating Bookstart program (supported by the Ministry of Education, MOE) from 2009 to 2012. A total of 246 questionnaires were distributed, and 210 valid ones were collected, the recovery rate was 85.02%. Findings of the survey were summarized as followed:(1) Sponsorship from MOE played the key element for successful implementation of Bookstart programs. (2) “Reading bags” provided an incentive for both parents and librarians in promoting Bookstart program. (3) Most librarians reacted positively toward the advocacies of Bookstart programs, and expected themselves to be competent in early literacy education. Based on the above findings, suggestions are provided. The findings of the research might provide references for future implementation of Bookstart.
