自1970年以來，受到企業管理理論與方法之影響，圖書館之經營管理講求效率與效能。圖書館評鑑是對照圖書館之既定目標評量圖書館業務進展之程度與其達成之效果。圖書館業務與服務績效評估，有助於長期經營目標之擬定與執行，並妥善分配與運用人力物力財力等資源，對圖書館之經營管理以及預算與人員之爭取與通過，皆有助益。然而績效評估在圖書館之施行，因其理論抽象、方法繁瑣而不易推行。因此，本文對公共圖書館績效評估及績效評量指標作深入研究。\r本文探討一般圖書館與公共圖書館績效評估之專著，兼含理論之陳述與實務操作之指引；研析公共圖書館績效評量指標項目；並探討國內公共圖書館營運績效評量表之編訂與實施。 Library evaluation has been influenced by the business management theory and techniques since 1970. Library evaluation is to measure how effectively and efficiently a library in meeting its self-identified goals and objectives. Library performance measurement is helpful for library to acquire funding, to identify library management objectives and their implementation, as well as the allocation of library manpower, budgets, and resources. But due to its abstract in theroy and complexity in practice, the library is difficult to implement library performance measurement. It is for this reason, this paper is to study the performance measurement and measure indicators of public libraries.This paper discusses the performance measurement of library and public library in theory and practice, the public library performance measure indicators; as well as the compilation and implementation of performance measurement and measure indicators in public libraries in Taiwan.
