    Title: 不動產估價師對估計投資性不動產公允價值之影響

    Abstract: 我國實施IFRS至今已逾三年,公允價值之衡量及表達的重要性日增,然其衡量之可靠性及其可能成為企業管理階層用來操縱股價之工具,向雙受詬病。不動產估價師雖領有國家頒發之證照,但專業證照不保證其專家功能必能發揮,而該功能是否發揮,影響估計數據之可靠性。上市公司之管理階層又掌是否聘用不動產估價師來估計投資性不動產公允價值之權,本研究即試圖了解不動產估價師於我國上市公司估計投資性不動產公允價值時之角色。
    本研究藉實證分析發現:由估價師估計投資性不動產之公允價值,與由管理階層自己估計相比,較可避免高估資產之公允價值,可提高資訊之可靠性。本研究藉探討第一個個案發現:在企業遇經營權爭奪時,不動產估價師扮演第三者角色,其估價可避免公允價值之低估,並可提高資訊之可靠性。本研究藉探討第二個個案發現:當企業之經營模式異於同業時,估價師接受管理階層之聘用,其扮演之角色,則在低估投資性不動產之「公允價值」,使其低於帳面價值,便利該企業達其特定目標,與本研究之其他發現迥異。
    因此,本研究建議:主管機關應要求企業充分揭露委託估價之資訊;查核人員應多了解不動產估價技術,必要時,查核團隊宜納入具估價背景之查核人員;不動產估價師應提升風險意識,所經手之案件若屬高風險,必要時,應拒絕接受委任。
    The listed companies in Taiwan have adoped International Financial Reporting Standards (IFRSs) for more than three years, the measurement and the presentation of fair value are more and more important. However, the reliability of the measurement, the probability of management manipulation and its impact on stock price have been criticized. The corporation managers hold the right to engage or not to engage real estate appraisers to estimate the value of their investment properties. Though real estate appraisers have earned governmental certification, their capability of being a real expert is uncertain. The purpose of this thesis is thus to find out the quality of the real estate appraisers in estimating the fair value of the investment properties of listed companies in Taiwan.
    This thesis found that, from the empirical analysis, it may be helpful to avoid overstatement the fair value of the assets, and to enhance the reliability of the information when a corporation engages real estate appraisers to measure the fair value of the investment properties.
    This thesis also found that, it may be helpful to avoid understatement of the fair value of investment properties, and also to enhance the reliability of the information when a corporation engages real estate appraisers to measure the fair value of the investment properties. The corporation in the first case was the subject of corporate control contest, the real estate appraisers who was employed by the new controlling management acted as a quality third party.
    This thesis found that, from the second case, the real estate appraisers acted in the benefit of management employed them. The real estate appraisers under-estimated the fair value of the investment properties and made it lower than the book value, so the corporation who paid appraisal fee could attain its specific goal. The finding in this case is different from the others.
    Therefore, this thesis suggests that the authority agencies should require corporations to disclosure fully the information about engaging appraisers, the auditors should gain more knowledge about real estate appraisal, and the audit team should include personnel with the appraisal background, if necessary, the real estate appraisers should be more alert, refuse to accept the engagement from the beginning when the risk is too high.
