| Abstract: | 日本於二戰後因非戰憲法及美日同盟等因素制約，而成為「不正常國家」，惟亦促成日本領導人採取重經濟、輕武裝之「吉田主義」路線，全力發展經濟，成為世界經濟大國，並因而被稱為「公民強權」。公民強權意指協商及說服等非軍事性手段，達成維護國際社會和平、安全及繁榮，促進民主法治等規範性及價值性目標，並擴展自身國際影響力之國際行為者。然而自一九八零年代起，日本領導人開始尋求改變日本之國際地位，使其成為更為全面性國際大國角色。前民主黨首相小澤一郎於1992年提出日本應藉由為國際社會做出貢獻，以成為「正常國家」之主張，其中關於強化日本安全保障政策之論述引起眾多關注，隨後日本首相小泉純一郎及安倍晉三亦藉反恐戰爭、北韓核子危機及伊拉克戰爭等國際局勢，進一步強化日本防衛力量，突破日本自衛隊海外派遣限制，使日本在安全保障政策上朝向正常國家邁進，同時日本亦藉政府開發援助及參與聯合國事務，逐步拓展自身影響力，希冀改革聯合國安全理事會，以達成日本成為安理會常任理事國之外交目標。然而日本在前述逐步強化自身安全防衛力量，邁向正常國家之進程，卻有掩蓋其過往被稱為之「公民強權」特性之虞。
本論文首先藉學者論述及相關政策分析公民強權定義及要素，隨後論述日本邁向正常國家之脈絡及進程，並逐一檢視日本為邁向正常國家所採取之三項外交政策：國際維和反恐行動、政府開發援助及聯合國外交，並藉前述公民強權概念及要素，檢視前三項政策，從中發現，日本外交中仍存有公民強權特質，且此特質與日本在尋求其他國家對日本成為安理會常任理事國及非常任理事國之外交目標上亦有正面助益。
As the consequences of constitutional constraints and U.S.-Japan alliance, Japan not only known as an “abnormal state”, but it’s leadership also inclined towards the so called “Yoshida Doctrine” which led Japan to strive to develop economically. The term “Civilian Power” was thus derived, meaning a specific international actor using non-military means, such as negotiation and persuasion, to enhance peace, safety, and prosperity of international society, to promote normative objectives, and to further extend its international influence.
Nevertheless, leadership has been seeking ways to change the international status of Japan since 1980’s, in order to turn Japan into a more comprehensive state. Since then, various measures and tactics have been applied during different prime ministers. Prime minister Ichiro Ozawa brought up the idea of Japan becoming a “normal state.” Prime ministers Junichiro Koizumi and Shinzo Abe both took the advantage of anti-terrorist war, North Korean nuclear crisis, and Iraq war, to enhance Japan’s defensive ability. In the meantime, by participating in international affairs aggressively and ODA, Japan also expanded its international influence. All these measures have drastically strengthened Japan’s self-defense ability, but eliminated it’s attributes if civilian power.
This thesis will first define what civilian power is and it’s elements by reviewing academic discourse and relevant policies. Then we will illustrate the progress of Japan’s path to “normal state”. Lastly we will examine the three diplomatic policies Japan undertook” International peace keeping and anti-terrorist actions, ODA, and diplomatic interactions in the United Nations. By using the concepts and elements of civilian power while examine these policies, this thesis came into the conclusion that: 1) there are still attributes of civilian power in Japan’s foreign policies; and 2) these attributes can contribute to Japan’s attempt to win the support from international society to allow it become permanent or non-permanent member in security council of United Nations.
