    Abstract: 近年來，中共與美國之間的關係數度出現危機。去年一月。美國政府不顧中共強烈的反對。繼續出售F-5E戰鬥機給予我國政府，引起中共極度的不滿，要求美國政府明確的承諾， 對於軍售問題確定一個期限，使雙方關係進入秘密談判的階段。 至去年八月十七日，經過互相的折衷，中共與美國終於發表「聯合公報」。美國接受在和 平解決「臺灣問題」的先決條件之下。對於軍售問題同意在質和量方面不宜高出建交以後 的標準。公報發表以後，雙方又對於公報文字的解釋發生重大的歧見。 針對這一爭執。去年九月一日胡耀邦在中共第十二屆黨代表大會中提出「獨立自主」的外 交政策，以及為了繼續對美國政府施壓力。中共開始「玩蘇聯牌」，並且在第三世界從事 反美的外交活動。中共此一政策導致美國的報復，結果雙方在紡織品銷美問題談判上失敗，中共停止購買美 國的糧食以作為報復。接看雙方又因「湖廣鐵路債券」和中華民國在亞洲開發銀行的席位 問題上，均使雙方關係的惡化。至去年四月「為了美國司法部給予中共網球選手胡娜政治庇護。中共又以停止文化交換作 為報復。使雙方關係處於低潮。至去年五月，美國商務部長包爾德里奇訪問中國大陸，雙 方關係開始好轉，待他返回美國以後，美國政府決定放寬雙重用途科技給予中共，接著中 共同意美國國防部長溫柏格訪問中國大陸。在溫柏格訪問中國大陸之際，雙方決定明年一 月趟紫陽訪美、美國雷根總統訪問中國大陸，雙方關係又開始有好轉的跡象，究竟今後雙 方的發展如何？值得吾人密切的注意。
