    Abstract: 巴爾幹半島由於民族、語言、宗教、列強利益的錯綜複雜，所以在第一次世界大戰以前，成為近代史上的「歐洲火藥庫」，問題的中心是巴爾幹民族主義。歐洲社會主義者於一九一０年八月在哥本哈根召集第二國際第八次大會，當時英、德對立，競爭發展海軍。英拉攏法，法勾結俄，戰雲密佈，是召集大會的背景。列寧對第二國際的幻想已失，開始對德國社會民主黨的領導感到不滿。大會討論的以總罷工反戰、合作運動、社會立法等為主，是一次「修正主義」佔優勢的大會。巴塞爾會議是為對付巴爾幹第一次戰爭而召開的臨時大會，時間一九一二年十一月。第二國際九大原訂一九一三年夏季在日內瓦舉行，因戰爭而匆促提前。這次大會等於反戰示威，被視為第二國際最後一次正式會議。
