Abstract:	我國都市發展水準，始終遠落在經濟發展之後，原因固然很多，但有關都市建設法令的不健全，尤其都市計畫法缺點太多，是都市發展不健全的一個主要原因。本研究的目的，在檢討都市計畫法的缺失，並研究如何改進，以供政府參考。本研究首先檢討分析都市計畫法，研究各條文是否合理或是足夠並探求條文對都市發展的影響。其次研究分析先進國家的都市規劃法令，探討其立法精神，並分析其對都市發展的影響。最後根據以上對中外法令的研究分析結果，考慮目前都市發展情況、人民的需求、各級都市計畫主管機關的行政能力、及其他客觀條件，研究並提出改進建議。
