Abstract:	自由與民主在約翰彌爾的政治思想中，是兩個相互連屬而密切相關的主題。然而，在思想的研究方面，學者多集中於探討彌爾的自由主義思想，致使其民主思想隱晦不彰。本文主要即從詮釋學（hermeneutic）的觀點，對彌爾的民主思想加以闡明、剖析，並指陳其問題與意義之所在。在民主化的社會與政治中，如何防止多數專制之為害與提供理性而開明的領導－－選智與能，亦即彌爾對民主的思考中一個嚴肅的問題。雖然彌爾的民主思想可以自成一個理論體系，但是其民主思想的形成，發展與定型是循著解決問題的導向而演進與開展，乃至造成彌爾是否為民主主義者的爭論。探索彌爾的民主思想，可以發現彌爾是個崇理尚智務實而又具有理想主義色彩的民主主義者，代表著由精英民主邁向參與民主的過渡。雖然彌爾對知識精英與教育寄予過度的期望，而輕忽了環境與生活經驗對人的影響，但他環繞代議民主所提出的一些原則與觀念，仍可做為評估現代民主理論，乃至發展民主政治的基礎。
