    Abstract: 本文共分為六節，其標題及內容大要如下：第一節 「前言」，說明本文研究的旨趣所在。第二節 「組織成員」，根據實際事象，就總理衙門大臣與總理衙門章京之員額、任用及任期等情形，分別予以說明。第三節 「組織規制」，分別就領導機關、業務機關及幕僚機關等三個部分，說明總理衙門之組織結構及內部分工情形。第四節 「辦事規制與經費收支」，說明總署辦事，其文報傳遞、辦理稿案、輪班值宿及經費收支等情形。第五節 「獎懲甄核」，說明總理衙門大臣及總理衙門章京之獎賞及懲處情形。第六節 「結論」，說明總理衙門組織之特色、作用與價值。
