Abstract:	宋哲宗朝之官制改革可以分為兩個時期：元祐與紹聖、元符，元祐為「元豐官制」的修改時代，紹聖、元符為「元豐官制」的恢復時代。在短暫十餘年之光陰中，政治制度所以會發生兩次截然不同之變革，固然與制度本身的缺陷有關，然而臣僚之角逐權力，君主之好惡趨向，尤其具有決定性之影響。抑有進者，元祐時代依舊制以修改元豐制度，已不能原原本本地回復舊觀。紹聖、元符時代力改元祐制度，亦無法令「元豐官制」完整地重視。蓋元祐大臣雖法舊制，卻無意動搖神宗倣唐六典所親自締造三省、六部、御史臺、秘書省、九寺、五監之政府組織。紹聖、元符大臣雖主新制，然於主、客觀因素之限制下，「紹述」終究有其限度。
