    Title: 我國公共教育支出策略取向之研究

    Abstract: 本研究旨在運用計量統計、分析法證驗並解析我國公共教育經費支出水準及癥結，以便提出未來我國公共教育經費支出策略性建議。經證驗發現我國公共教育經費支出確較世界各國平均水準低，而其癥結有三：一為政府公共教育經費支出較世界各國平均低，二為各級教育量發展較世界各國平均快，三為單位學生經費支出較世界各國平均低；其中，由於三級政府經費負擔權責分配差異，使中小學單位學生經費較世界各國平均落後甚多，而公立大專教育則尚能維持與世界各國平均相匹比的水準。為了改進我國公共教育支出策略，本研究建議：一、提高政府公共教育經費支出比，佔國民總生產至少在5%以上，而佔政府總公共經費支出至少在17%以上。二、調整三級政府經費，使公共教育經費增加可嘉惠中小學教育。三、控制中等以上教育量的發展，力謀提高各級教育單位學生經費。
