Abstract:	七七事變之後，日本對中國政府施展一連串的「和談」攻勢，實為另謀不光明的陰謀活動，此乃誘導中國放棄「抗日」而墮落為日本的「傀儡」。但在另一方面這也表示，日本國力對日益擴大戰線的壓力已不勝負荷(註一)，因此在偷偷搬弄所謂「和平密使」，而自告日本正式外交的終焉。本論文在於分析日本從1937年7月7日盧溝橋事變之後至1938年1月16日「近衛聲明」期間所展開的「政」（政略）「戰」（戰爭）兩略的暗中活動。「暗中活動」，日文叫作「工作」(Kosaku)。這種謀略因屬於隱密性的，留存的資料也就極為有限，故研究僅能依靠部分或片斷的痕跡，去尋找線索和有力的證據。本論文因限於篇幅，僅以戰爭初期的「宮崎龍介工作」、「船津辰一郎工作」，以及「德使陶德曼工作」為主體論述。這三種引誘中國談和的活動，是日本政府和軍方，透過外務省的協助展開，故與一般民間私自展開的「和談」攻勢不同。此「誘和」的性質，應屬於國家外交政策的一環。
