Abstract:	本文首先簡介有關公共行政學術、實務、教育定位和意義的四大類基礎概念，試圖對構成民主政體與民主行政機制的公民、公民資格與高尚官員之真正內涵，勾繪出原型，並探測其間連帶關係。進而，研究對公共行政實務與學術影響極大的公共哲學及公私分際學理，以之加強呼籲吾人應對公共行政「公共面」之重視。而基於「行政或是政府的核心，但公共才是國家的重心」之理念，更進一步探究公共行政的實務與學術危機，並提出各種可能轉變方向；經由此種檢視過程，最後提出對當前公共行政教育之建言。一、實務危機：蓋指信任危機而言。當今之公共行政須由威權的行政統治機能蛻脫為民主的「公共」行政，才能化危機為轉機。二、學術危機：一般而言，常具者有三：合法性危機、認同危機、與研究品質危機。三、教育重建：藉由當前教育方法與教育內容之省思，主張在教育方式方面，應重視師生的互動參與；在教育內容規劃方面，應加強價值、藝術、倫理、政治、公共哲學、人本心理學、現象學、質的研究與整體社會科學觀點；期能培育出兼具倫理道德、民主價值與行政管理技術之行政全人。
