    Abstract: 近四十年來，台灣地區的經濟成長表現舉世有目共睹。但是，實質產出的增加是否意謂生活素質等比例的提高呢？近年來，台灣地區民眾的環保意識日漸高漲，愈來有愈多的人將注意力自產出增加的追求轉移到生活素質的改善之上。公共財與許多具有重大外部性的財貨對於生活素質有很大的影響，因此對於一個經濟社會生活素質的決定，政府扮演相當重要的角色。本文即在於探討台灣地區近二十年來經濟成長與生活素質之間的變化情形，並對生活素質與公共支出之間的關係進行質的分析。全文共分為六個部分，依序為研究動機、生活素質的變化趨勢、公共支出變化對生活素質的影響、公共支出結構變化對生活素質的影響、適當公共支出規模結構的探討、及結論與建議。
