Title:	Impacts on Land Reform in Taiwan: Political, Economic, and Land Tenancy Issues Before and After 1945

Abstract:	清朝時代台灣的農地制度比較複雜，即普遍實施一地兩佃，有大租戶、小租戶及佃農等三者。小租戶向大租戶繳的地租稱為大租，佃農向小租戶繳的地租稱為小租。惟隨著時間的經過，大租戶逐漸與農業經營脫離關係。清朝末期雖有劉銘傳之大租戶整理事業，惟因甲午戰爭戰敗，致此事業半途而廢。日據時期為了增加農地稅收，實施清賦事業，並於1904年完成，取消了大租戶。之後，台灣的農地租佃，方成為資本主義型的租佃制度。二次大戰末期，日據政府實施經濟管制，加上農村青年大都被日軍征用，是以佃農退佃者，為數不少，成為地主最艱苦的時期。但台灣光復祖國後，上述業佃關係逆轉，成為地主們的黃金時期。1949年，台灣實施耕地375減租，佃農的負擔大幅減低，佃權亦受到充分保障，成為日後完成耕者有其田之基礎。其成功的原因很多，但其中最主要者，為地主們的守法精神，應居首功。
