    Abstract: 本文涉及科際整合領域，其涵蓋學門至少有以下28種：國家建設、經濟發展、公共政策、能源開發、水利工程、土木工程、電機工程、高壩技術、船閘設計、航運管理、自然生態、地質地震、環境保護、古蹟文物、水產養殖、氣象偵測、移民開發、社會工作、經濟地理、財政金融、成本會計、公共行政、企業管理、工業心理、決策分析、溝通說服、觀光旅遊、國防軍事等。全文分別說泥沙、防洪、發電、航運、生態、景觀、技術、投資、移民、國防、備案等十一個專題提出贊成與反對興建意見。本文主旨在立意客觀申述正反兩方意見，不作主觀判斷，不表示個人立場，俾供上述各學門採作教室個案研討及辯論之材料。
