Abstract:	美伊人質危機決策，旨在探討美伊雙方的決策目標、決策機構、決策環境、和決策策略。在近程、中程、遠程，主要目標、次要目標的多重情況下，美國國家安全會議，卡特、范錫、布里辛斯基決策核心，無論政治人格、角色期望、官僚體制，都出現裂痕，導致軍事援救人質嚴重的大挫敗。起用穆斯基，發揮不了作用，幸賴白宮幕僚長漢米爾敦．約丹和副國卿克里斯多福的極力挽救，人質問題才得以解決。伊朗的決策組織革命會議，是清一色的什葉派回教徒，早期的巴查干，以後的巴尼沙德、高布薩德均被甩到邊邊，由柯梅尼靠著革命伙伴、入室弟子之拉傑、拉夫桑雅尼、比黑史弟，一手控制。整個國際情勢對美國有利，美國也出招頻頻，但是伊朗對美國的經濟制裁、聯合國安全理事會、國際法院、祕密談判、乃至援救人質視若無睹，以不變應萬變。四百四十四天，衡情度勢或研究的結果，我們發現，柯梅尼略佔優勢，成功多於失敗；而且相信人質危機必能化解，且以和平的方式解決。
