Abstract:	孫中山先生在國家土地政策方面，曾倡議「平均地權」、「漲價歸公」與「耕者有其田」之主張。在他生前的政策講演中，亦常提到「土地國有」之理念。二次世界大戰之後，亞洲各國曾先後實行「耕者有其田」式之農地改革。海峽兩岸亦曾分別實行不同類型、方式的土地改革。究其實質內容，仍然不外「土地國有」、「平均地權」、「耕者有其田」理念之應用。雖然在不同體制下，分別進行改革，彼此在方法上，可能互異，但在基本理念上，應屬一致。本文之研究目的，希望藉由有系統的詮釋、析述與比較，以期發現彼此異同之點，進而探求彼此觀念上之共識與「統一」，及對我國現行有關法律規定略作評析。中山先生所倡議之「耕者有其田」理念，已成為亞洲各國農地改革或農地政策之主要目標。中國大陸現在所實行之「農業包產到戶」，與耕者有其田之基本精神亦相吻合。平均地權之主要手段是實行土地漲價歸公。「漲價歸公」與「地租國有」或「土地國有」，在政策功能上，亦有甚多相類似及可比較之處。
