Abstract:	本文首論教育公平的重要及其意義，並檢查各國教育不公平的實際及成因之有關文獻；乃確定教育不公平的現象在各國均普遍存在，而追求教育公平的真義即在了解現階段教育不公平的實際情況及成因，據以提出改進策略，增進教育公平。其次，本文研究國內教育機會量的方面確有社會階層及地域不公平的現象存在；經探究其形成原因後，提出未來追求教育公平的三種策略為：一、建立補助中下及下階層教育經費制度，二、補助山地、沿海、邊遠及離島地區，普及義務教育，三、消除國民教育雙軌遺跡。
