    Title: 最適教育支出之研究

    Abstract: 論文提要
    本文主旨在探討政府對教育的支出(投資)金額應有多少才是最適當的支出。在決定時應考慮到教育支出是否與其他投資相互配合而共同促進經濟的發展?教育支出是否具有效率?教育支出決定的當時是否亦也顧及人力的規劃?
    本文共分五章,第一章為緒論,說明本文寫作之動機與目的及步聚。第二章介紹教育的特性,特別強調的是其為殊價財,有強烈的外部性;兼具消費性與投資性。第三章介紹通常的教育投資準則,並回顧使用最適控制理論探討教育問題的文獻。第四章為最適教育投資模型的設立、求解、穩定分析與實用性之探討。首先選擇以「社會最大效用」為目標函數,在模型中使用人力需要預測法配取學生成長函數做為前提之一,並配合實物投資,導出了社會最適教育投資總額;在求解之後,並對「解」的穩定情況做了詳細分析。最後則以某些標準擬定私人部門的教育投資與模型解出的社會最適教育投資總額比較,其差額即為政府部門的最適教育投資。第五章提出本文結論及爾後繼續研究的方向。
