    Abstract: 傳統社會蔑視商貿活動，因此擔任此項工作者，幾皆為地位低微的所謂社會邊緣人，如少數民族，少數宗教團體、或文化背景完全不同的外來者。歷史上，這種例子俯拾皆是，本文特以歐洲中世紀各國猶太人與鄂圖曼帝國境內基督徒少數民族（尤其是希臘人）兩個著名的例子，來比較說明這些所謂下級商人（韋伯用語）的社會結構、經貿機會及所冒的風險。大抵言之，在靜態的農業社會，他們從事國際貿易和溝通城鄉有無，常可累積可觀財富。但他們毫不受法律或傳統規範保障，統治者一聲令下，就可把他們的財產全部充公，驅逐出境，甚至任意殺戮。在統治者的眼中，他們就像海棉一樣，可用來慢慢汲取民間的錢財，等它汲到飽滿之後，再用力一擠，這些財富就全部落入統治者的口袋中。
