Abstract:	崔實可說是東漢後頁相當突出的一位政治思想家，著有政論五卷，另有四民目令一卷，集兩卷。本文係根據清代嘉慶年間嚴可均所輯崔實著述的殘篇，爬格整理其政治思想。全文共分五章：壹、崔實的生平及著作敘述其家世、個性、作官歷程，並探究其著作的成書時間、散伕及輯集經過。貳、崔實的國家論敘論其對國家法制、國家與人民的關係、及對君、臣兩者的重要性與應具備的條件等方面的認識。參、崔實的治術論研討其揭櫫的治國原則及治國方略。肆、崔實對時政的評議論述其對當時習俗奢侈和政風敗壞的批判，對官吏任用不當及俸祿過薄的評論，以及對赦贖頻仍、邊患不絕及兼併日甚的評析。伍、崔實政治思想的分析與評價主要對上述各章所述有關崔實的政治思想作概括性的析論，並略與兩漢諸子比較，以明其在東漢政治思想史上應有的地位。
