    Abstract: 規劃與控制為管理學中最重要之內涵，近年來行政機關亦漸感管理工作之重要，紛紛引進企業管理之各種方法。然而管理方法必須因應組織特性而設計，故本文首先分析比較行政機關與企業組織的異同，並說明行政機關所提供「服務」的特性；其次說明我國行政機關規劃與控制制度的沿革，進一步以管理理論中策略規劃與作業計畫的理論架構來分析我國政府目前施政方針及施政計畫之作為。計畫之順利推動，必賴適當的預算提供執行所需之資源，因此本文又探討計畫與預算結合的方法。及至計畫付諸實施，本文探討如何予以適當的管制與考評，俾能落實執行，達成計畫目標。本文最後討論行政機關整體績效的評估方法，目的在了解一個組織資源運用之成效。
