Abstract:	本文建立一個採行浮動匯率的小型開放經濟模型，據以分析技術條件變動與公共支出增加如何影響該經濟社會的國際收支、實質匯率、和外匯存底。在分析的過程中，我們發現：（一）在長期均衡裏，「偏向」於貿易財部門的技術進步，必然導致國外淨資產的累積與通貨的實質升值。在動態調整的過程中，經常帳收支發生盈餘，而非貿易財價格則將上揚。如果這種貿易導向的技術進步接二連三地發生，則貿易順差不斷擴大與國內通貨持續升值便勢所難免。（二）在長期均衡裏，政府增加貿易財的支出可能降低國外淨資產的存量，並且引發國內通貨的實質貶值。在調整的過程中，勢必導致經常帳收支的逆差以及實質匯率（即貿易財的相對價格）的提高。由此可見，政府適時擴大對貿易財的支出，確可有效地消弭外匯存底之不斷猛增，進而減緩國內通貨之持續升值。
