Title:	臺灣地區人口分布－－現狀、預測及對策

Abstract:	人口的分布，對於國家之發展及社會福祉之影響甚大，因此，現代化國家，莫不將人口均衡分布列為施政的一項重要課題。本文依臺灣地區綜合開發計劃將臺灣地區分為北部、中部、南部及東部等四個區域，以探討人口分布情形，根據歷年統計資料顯示，民國五十年為人口分布最平均時期，其後北部地區人口比例逐漸增加，至民國七十六年北部地區人口所佔之比例高達總人口41.4%，而其他各區域之人口比例，則在逐漸遞減，尤以東部最甚，本文以赫氏指數(HerfendahlIndex)衡量，發現臺灣地區人口之分布，有愈來愈不平均的趨勢。本文運用迴歸法與馬可夫鏈(Markov Chain)兩種方法加以預測和比較，再從留住率和遷入率方面來看，北部區域人口比例仍將增高。如任其繼續發展下去，預測至民國八十九年（公元二千年），將使北部區域人口比例高達46.8%，若繼續無任何措施，則長期人口分布狀態將使北部區域高達69%。因此，為了維持人口均衡發展，政府必須採取若干有效措施。針對此現象，本文建議應針對人口移動主要影響因素，如「相對所得水準」、「相對失業率」等，採取適當措施，包括建設成長中心、加速分散大專院校及政府機構、採行政策性的獎勵遷移措施等，以誘發人口移動，俾使人口分布趨於均衡發展。
