Title:	唐代吐蕃政治制度之研究

Abstract:	有云唐代吐蕃行政組織不可與唐朝相比擬，而且其政務必甚簡單。筆者認為上述看法，忽略了政治制度或機構的形成，可經由模倣方式達成。唐、蕃關係在唐太宗時期相當密切，吐蕃派有酋豪子弟入唐留學，並請唐文人人蕃典表疏。以盛唐富強的國力，及先進的典章制度，自然是吐蕃模倣的對象。因此，吐蕃政治制度在複雜程度，遠超北荒游牧民族，且深受唐朝的影響。另一方面，吐蕃地處青康藏高原，一個非常特殊的地理環境，地形高亢複雜，交通不便；具乾燥、寒冷、低氣壓、風暴等令人極不舒適、且變化莫測的氣候特徵等，在在影響到吐蕃人的性格與國情，孕育出吐蕃獨特的政治現象。這也是研究本題所必須注意的地方。本文基於以上二點認知，復因目前學界對唐代吐蕃政治制度方面，尚無完整詳瞻的研究成果，因此，筆者擬利用唐代吐蕃所遺留的文獻，如敦煌文獻、金石銘刻、簡牘等最直接的史料；以及漢文史料，如兩唐書吐蕃傳、資治通鑑、冊府元龜、通典等；參考後代的藏文史籍，如教法史料(chos` byung)、埋藏本古籍(gter ma)等；輔以政治學、人類學的觀點；由分析贊普權著手，繼而探討吐蕃國家體制演進與贊普君主地位之變化，次及吐蕃官僚體系，分中央、地方二部份加以探討，最後探討其特殊的政治統合方法。筆者希冀經由上述途徑，勾勒出唐代吐蕃政治制度的輪廓。
