    Abstract: 自人力資本－教育與訓練被視為促進經濟成長要素之一以後，各國都戮力於平均國民受教時間－量的增加；我國人力資本投資政策也不例外。可是，此項政策卻導致受教時間多者，反而出現較多失業情況，實與人力資本投資政策旨意相悖。經採文獻及計量分析結果，發現人力資本投資應兼重量及質－單位投資經費的提高，才可收相輔相成效果。過份注重量而忽視質只會使資源浪費或減低運用效率。我國國民平均受教時間經證實，其增加較世界平均率快，量的發展已略呈供過於求局面，然而，各級教育多數單位公共教育經費支出卻較世界各國平均低。未來我國人力資本投資實宜減緩量的增加率，注意供需均衡，並重視單位學生公共經費支出的增加。因此，本研究建議：
    　一、中等教育就學率之提高宜減緩；
    　二、高等教育在學率宜配合經濟發展階段，以小量增加為原則；
    　三、增加專科、高中、高職及國民教育單位學生公共經費支出。
