    Abstract: 「犯罪防制」與「國家安全之維繫」為傳統之國家原始任務,而對於犯罪嫌疑人、被告或情報工作人員通訊之監察偶為實現公共安全所不可避免之手段。通訊保障及監察法之公布將國家通訊監察措施法制化,對於憲法中所保障之人民通訊秘密自由具有正面之積極意義,值得肯定。
