    摘要: 臺北市土地有限,公有土地標售就成了住宅土地供給的重要來源.但是多年來公有土地標售受到批評,認為建商低價買得土地,進而獲取暴利.本研究分析臺北市房價快速上漲期間的公有土地標售價格,發現建商取得的土地成本確實足以讓他們獲取超額利潤.此外,臺灣引以為傲的地價稅和土地增值稅制度,無法合理地課取應該由全民共享的土地增值。
    Due to the limited land resources, auction of state-owned land in Taipei has been one of the major sources of land supply for hosuing developers. However, state land auction has attracted fierce criticism in that land is under-priced and consequently developers are able to gain excess profits
    from land. This study examines auction prices and the sales prices of houses that later were built on those land. The accussation that developers are able to gain excess profits from land is confirmed during a period of time when housing price is skyrocketing. Moreover, both of the land value tax
    and land value increment land have failed to properly function as they claimed to recoup share of increases in land value that shall be enjoyed by the society as a whole.
