Title:	國際油價預測之情境分析

Abstract:	國際油價曾在１９７０年代期間二度鉅幅上揚，迨１９８０年代初期，漸趨疲軟，至中期又鉅幅回跌。１９９０年８月２日伊拉克入侵科威特，點燃波斯灣戰火，再次引起國際間的恐慌，紛紛購油儲存，一度造成油價大幅飆漲。後因美國及聯軍的強力介入，迫使伊拉克軍隊撤出科威特，１９９１年２月２８日達成停火協議，戰事迅速終了，油價復趨穩定。然而此一事件所引起油價短期的異常波動，使某些觀察家認為未來發生第三次石油危機的機率仍然甚高；另方面，亦有不少觀察家認為，由此次「伊科戰爭」並未引起真正石油危機與當前國際政治情勢日愈和緩等趨勢來看，未來石油危機發生的機率將愈形降低。由上述兩種截然不同的論點，顯見未來是否可能發生第三次石油危機的看法迄今仍然相當分歧。值得論者加以廓清。本文擬透過情境分析(Scenario analysis) 法預測未來短期、中期與長期國際原油價格的趨勢。首先闡述預測油價各項不確定性因素的來源。其次說明「情境分析法」之架構，以作為模擬未來石油供需狀況與預測未來油價趨勢的工具。接著根據「情境分析法」的架構，模擬供需可能狀況，再以此為基礎，推演預測未來油價可能的趨勢；同時更進一步探討未來各種油價水準可能出現之機率。
