    Title: 境外金融中心之研究

    Abstract: 自歐洲美元（Eurodollar）興起以來，許多開發中的國家（或地區）亦紛紛開辦境外金融業務，希望境外金融業務能創造更多的就業機會，引進資金，提高當地的金融水準。事實上，境外金融業務確能解決地主國的某些經濟問題，但也產生一些問題，最主要的就是境外金融業務常常干擾地主國的金融政策，使得境內金融的獨立性不易維持。
    我國經濟發展迅速，當局欲進一步提高我國的經貿金融地位，乃籌思開辦境外金融業務，並藉此圖收吸香港因租期屆滿外流的資金。惟就大環境而言，因（1）最近油價不跌，（2）東京積極籌設境外金融業務及（3）國際間對大企業利用境外金融逃稅負可能抵制，目前開辦境外金融恐不甚適宜。更何況，我國的外匯市場、貨幣市場、電訊設備及人才都有不足，實不宜冒然開辦境外金融業務。
    本文先對境外金融業務的理論做一基本說明，繼則詳細介紹四個重要的境外金融中心：香港、新加坡、巴林、巴拿馬。最後則是對我國開辦境外金融業務之探討。
