    Title: RCEP的發展與區域合作機制的競合

    Abstract: 本計畫旨在探討區域綜合經濟夥伴協定(Regional Comprehensive Economic Partnership，RCEP)構想發展的策略與因素, 以此發展的過程分析以東協為核心的RCEP與美國為首的TPP，及中國為主軸之CAFTA 和CKJFTA政經上的互動關係;並檢視RCEP與APEC之間連結的可能性。主要論點為:(i)當東協國家內經濟成長受到重視、政治穩定性較高時，較易成為東亞區域的核心，方有能力主導並設定區域合作的議題。(ii)當東協國家之間有較具領導優勢的國家與領導者浮現時，東協國家較易推動並設定並推動區域合作的議題。(iii)東協之間的合作發展非自發性，其聯盟經常是為了牽制外力，以求達到平衡所至。而東協推動合作議題時間點，在有區域外的大國競合時，其推動的議題與合作較易成功。(vi)當區域間主要國家或是集團在爭取區域經濟優勢的互動過程中所產生的結果未必是零和關係，也即是RCEP與TPP競爭關係將有助推動整體東亞與亞太區域經濟整合及改變APEC的合作機制。
    The Regional Comprehensive Economic Partnership (RCEP) articulates an ASEAN-led process. However, there were many projects of ASEAN states not able to realize their goals despite the enthusiasm for region building initiatives over last decades. This project examines how states of ASEAN attempt to overcome ASEAN collective problems as well as many regional trade liberalization initiatives such as the TPP and APEC’s Free Trade Area of the Asia Pacific (FTAAP). It contends that course of RCEP had been shaped by a complex mix of internal factor as well as extra-regional factors. Also, the competition FTA strategies between China-led CJK and US-led TPP in the regional play a signification role in resolving the coordination problems of RCEP.
