Title:	台灣海洋教育之回顧與前瞻

Abstract:	1980年代後，環境上全球暖化、社會經濟發展上全球化成為國際社會的關注重點，具跨域性、全球性的「海洋教育」遂逐漸成為一大顯學。尤其在近年來生態環境面對全球暖化之挑戰下，更加凸顯海洋教育政策之迫切需求。因此，自2001年以後，我國政府相繼發布「海洋白皮書」、「國家海洋政策綱領」及「海洋教育政策白皮書」，宣示我國開始從「大陸國家」轉型成「海洋國家」，並明訂具體步驟和方針。其中，「海洋教育」可說是我國轉向「海洋立國」的重要基礎。本文首先釐清聯合國教科文組織對海洋教育之定義，並探討日、美、澳三國的海洋教育發展背景、特色及相關政策。其次，探討近年來我國各級學校在海洋普通教育與技術及專業教育的發展和問題。最後，參照美、日、澳三國海洋教育的發展趨勢，歸納我國海洋教育政策現今實踐面臨的困境，及對我國未來海洋教育之發展前景提出建議。
