    Abstract: 結合管制為各國競爭法的核心領域之一。我國公平法有關結合管制之規範，自二○○二年以來即未再修正，從而除實務上已有若干之不便與困難外，亦有悖離國際發展趨勢之虞。本次藉由公平法全文修正之際，大幅檢討關於結合管制之規範，修正重點包括事業結合之定義；申報門檻；申報人之範圍；相關審查程序；管制除外規定；競爭評估及裁罰規定等，幾乎涵蓋結合管制之每一環節。修正後可望使我國結合管制之規範更臻完備，並樹立新的里程碑。
