Abstract:	「經濟外交」是較模糊的概念，以經濟手段（貿易、投資、援助等）試圖達成政治、外交目標的行為，皆可稱之。由於憲法的約束，日本在外交政策中使用軍事、安全方面的手段會受到相當程度的限制。「經濟外交」因而在日本的整體外交政策中逐漸躍居核心的位置。隨著日本經濟的強大化，經濟外交中逐漸受到關注的是政府開發援助及其金額面的突出。只有限制於所謂的雙邊ODA，1990年代以來大部份時期，日本都居世界第一的寶座。針對日本的對外ODA的文章並不少，但是大多數文章都是說明、描述現況。作者以日本對中共ODA為議題所撰寫的論文，主要的分析是從對外政策決定過程以及經濟外交的觀點切入日本的對中ODA。由於篇幅的限制，本文對經濟外交的相關理論著墨不深，只針對日本的ODA政策進行分析。
