    Abstract: 本研究從呼籲重視災防公務人員協力職能培訓的角度出發,以災防公務人員協力職能內涵為理論基礎,配合檢視當前我國公務人員訓練制度中與協力職能相關的課程,並透過文獻回顧與專家學者深度訪談,一方面探究公務人員災防訓練制度發展與現況,另一方面釐清現行有關培訓災防公務人員協力職能的機制,提出後續相關政策建議。
    This paper emphasized the importance of developing collaborative competencies of public officials in disaster management. By reviewing literatures about collaborative competencies and disaster management trainings, this paper studied and discussed the current training system in Taiwan for strengthening collaborative competencies of public officials in disaster management. Several in-depth interviews were conducted for further understanding the design and weaknesses of Taiwan disaster management training system. This research suggested that Taiwan government should build systematic and interdisciplinary training programs based on all-hazard approach to advance knowledge and skills of public officials in disaster management. Collaborative competencies should be included and viewed as a critical topic in current disaster management training programs.
