Title:	Social Governance in Xi Jinping’s “New Era”: An Observation of Eviction of Beijing’s “Low-end Population” 習近平新時代的社會治理：北京驅離「低端人口」的觀察

Abstract:	2017 年11 月18 日北京大興區西紅門鎮發生火災，火災直接受害者—城市邊緣廉價公寓中的外來務工人員，非但沒有得到來自政府的救助，反而遭到了在嚴冬中被驅趕的噩運。北京當局在火災第2 天立刻部署為期40 天的「安全隱患大排查、大清理、大整治專項行動」，開始驅逐在北京打工的外來人口，關閉廠房、出租公寓等，拒絕外來人口留宿，北京市委書記蔡奇更指示推進專項清理行動。這些被驅逐的外來人口，多屬於「低端人口」，其指的是低學歷、低收入、從事低端產業的人口，這些群體往往居住在北京市郊生活、居住條件相對落後的地區，或市中心小區的地下室，成為政府眼中的「都市腫瘤」。
