Title:	第二期馬英九政権下の日台関係の展開：日台民間漁業取決めを中心に

Abstract:	本文は馬英九政権時代の日台関係の回顧編第二弾として、「日台民間漁業取決め」の締結と意義について整理する。今取決めは、第一期馬英九政権下で形成、確立した実務交流の協力と強化を最も体現する結果となった。5 月号では馬英九政権期の日台関係の回顧の第一弾として、実務交流メカニズムの形成とそのメカニズムを通じた交流枠組みの中で日台関係が、政権当初の摩擦と躓きから、台湾側から、実務関係を中心に日台関係の協力と強化を望む構想が提出され、双方が、短中期的な日台実務交流と協力の強化の方向性を位置づけることとなった「2010年覚書」を締結後、スムーズな流れができたと指摘した。2011 年3 月の東日本大震災は東北地方を中心に未曾有の災害をもたらしたが、同地震に対して台湾官民が日本に向けた支援に日本側は感動し、その後は日本からのお礼などエール交換が続いた。その後も日台間で台風、地震等で自然災害が起こるたびに双方が支援しあう流れができ、国民間の友情もさらに増進することとなった。その後は、「投資取決め」、「航空便の自由化」など各種の取決め、覚書が締結されていった。
