Abstract:	The process of converting the National Performing Arts Center to a non-departmental public body (henceforth NDPB) has been overshadowed by many controversies, and these controversies obscure the rationale behind the conversion. I am going to discuss this topic from organizational, managerial, financial and accounting, supervising, and human resource perspective, to give Tainan Art Museum a better reference in pursuing this path. 回顧臺灣行政法人制度之發展歷程，2002年行政院研考會（國家發展委員會前身）提出行政法人制度之概念，2004 年3 月1日國立中正文化中心改制，為行政法人之首例。
